Heater not Hot ?

I have a Nautique Ski , 1992. I purchased it last year and had a great time this past weekend. The boat is running like a charm! It has a HEATER under the dash (drivers side) and it has a 3 position electrical switch. The heat comming out of the HEATER is not HOT, but lets say warm. I can leave my hand on the return air duct and its not hot. I am not familier how these units work but I did see two hoses comming from the engine compartement. I also noticed when I turn the switch on ,the voltage in the boat drops to just under 12 volts. Is there a VALVE or something I haven't turned on? Is this normal? If its normal is there a way to get more heat?
