1984 ski nautique, doe it have a fuel filter near the tank?

It would have an anti siphon valve right at the tank.

If it gets plugged up with junk from the tank, it'll restrict flow just like a plugged up filter

No filter near the tank unless somebody put one in.

but, also technically yes, there is often a screen in the dip tube , unless someone got to it first.
