I have a 1991 Nautique Excel that is difficult to steer to the right under throttle. The steering to the left is normal.

Facts:
*  Rudder packing has been replaced
*  Greased the Rudder Shaft - seemed to cure the problem temporarily under throttle
*  After boat has been used three times the problem is regressing
*  Steering at idle is easy and smooth
*  There is no Grease Zerk on the rudder port housing

Any suggestions as to the repair?
