My sister-in-law just purchased a home on the same like my wife and I live on. The previous homeowner included his 1983 Ski Nautique in the deal. The boats in pretty good shape but he warned them it had some carb issues. We went for a ride in it tonight and the steering wheel kept getting locked to the right. Sometimes just slightly turned, sometimes in a full turn.

I did a little searching here on the site and found a few potential causes, broken gear teeth in the gear box or possibly a bad cable.

Any thoughts? Should they just replace the gear box and cable for safety purposes?

Most likely cable.  You can pull cable from the helm (easy but greasy) & then see which one is binding.
