Here is a picture of that port on my dissassembled carb for reference. Mine has a valve on the end, presumably to adjust it

You also have no wires hooked to your choke heater element

Hopefully the choke is disabled in the fully open position, otherwise you'll have some running issues.

It looks like you have an older marine Holley with adjustable floats or somebody added bowls with adjustable floats or maybe added a non marine carburetor

And I can see what looks like an HEI distributor sneaking into the picture

And a rubber fuel line that may or may not be USCG approved, you can tell by the lettering on the line. It should say USCG A1-15 on the hose

That little brass fitting is just a cap with a fine screen inside of it

If anyone has the same problem, after replacing all the pcv tubes, pcv valve, both separator gaskets, and rebuilding the Carburetor I am now able to set my idle at 500 to 700 RPM under load.
